Anti-LGBTQ+ Bill Progressing Through Parliamentary Process - Hon Ahmed Ibrahim

The Minister for Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, has stated that the Human Sexual Rights and Family Values Bill — commonly described as the anti-LGBTQ+ bill — is currently advancing through parliamentary procedures and is before the Constitutional and Legal Committee for further consideration.
He indicated that the committee is expected to meet on Thursday, April 23, to deliberate on the proposed legislation. The remarks come amid renewed public debate, with some clergy groups reportedly considering demonstrations over delays in passage and presidential assent.
Speaking at the Government Accountability Series on Monday, April 20, 2026, Ibrahim outlined the legislative journey of the bill, emphasizing that it originated as a private members’ initiative rather than an executive proposal.
He recounted that during deliberations, participation from both the National Democratic Congress (NDC) and the New Patriotic Party (NPP) was initially balanced, but some members did not attend, requiring additional MPs to ensure the process continued. He argued that attempts to politicize the bill would not succeed, noting that the process has moved beyond partisan interests.
Ibrahim also cautioned against linking the President to the controversy, stressing that the executive did not introduce the bill. He added that he has been actively monitoring developments and engaging key stakeholders, including religious leaders, to stay informed on its progress.
He reiterated that the Constitutional and Legal Committee’s scheduled meeting on April 23 will determine the next stage of the legislative process, maintaining that the bill remains a private members’ initiative.
