Government to Clamp Down on Unlicensed Courier Operators from April 1

The government has instructed the Postal and Courier Services Regulatory Commission to begin a nationwide enforcement exercise against unlicensed courier operators starting April 1, 2026.

The directive comes after the introduction of the Integrated Courier and Logistics Management System Ghana (ICOLMS-Ghana), a digital system designed to regulate courier and logistics operations while strengthening Ghana’s growing e-commerce sector.

The announcement was made by the Minister for Communications, Digital Technology and Innovations, Samuel Nartey George, during the launch of the platform on Thursday, March 12.

According to the Minister, courier operators have no justification for operating outside regulatory frameworks after a previous intervention in August 2025 temporarily suspended enforcement activities.

He stated that companies and individual courier riders have been given a 19-day grace period from March 12 to March 31 to register and integrate their operations with the ICOLMS-Ghana platform.

Mr. George explained that all existing courier companies must also connect their internal systems to the digital platform within the same period to ensure compliance.

Failure to register and onboard onto the platform within the deadline, he warned, will lead to regulatory sanctions.

The Minister further indicated that enforcement will be carried out in collaboration with the Ghana Police Service beginning April 1.

He stressed that there will be no extension of the deadline or further government intervention once enforcement begins.
