Bagbin Instructs Business Committee to List Anti-LGBTQ Bill for Parliamentary Debate
Speaker of Parliament Alban Bagbin has directed the Business Committee to schedule the Human Sexual Rights and Family Values Bill 2025 for consideration, following confirmation that the bill poses no financial burden on the state.
Speaker of Parliament Alban Bagbin has instructed the Business Committee to include the Human Sexual Rights and Family Values Bill 2025, commonly referred to as the anti-LGBTQ bill, on the agenda for consideration at the next sitting of Parliament.
The directive follows the submission of a Financial Impact Analysis, which concluded that the proposed legislation would not place any financial burden on the Consolidated Fund, a constitutional requirement for bills laid before the House.
In a formal address to Parliament on Tuesday, February 10, Mr Bagbin said the bill has satisfied all procedural and constitutional requirements under the Standing Orders.
“The bill has gone through all the processes in accordance with the Standing Orders of the House. I therefore direct that the Business Committee schedules the bill to be presented to the House for consideration,” the Speaker stated.
The proposed legislation seeks to criminalise LGBTQ-related activities and reinforce what its sponsors describe as Ghana’s family and moral values.
In the same communication, the Speaker also directed that the Constitution of Ghana (Amendment) Bill 2025 be reintroduced for parliamentary consideration, after it lapsed at the end of the 8th Parliament.
The move sets the stage for renewed debate on both measures when Parliament reconvenes.
