EPA, TOR Rank Among Top Institutions in Ghana’s New PFM Compliance League Table
The Ministry of Finance has rolled out a new Public Financial Management (PFM) Compliance League Table to assess how effectively state institutions adhere to fiscal laws an initiative aimed at bolstering transparency, accountability, and discipline in the management of public resources.
In a statement issued on March 19, 2026, the Ministry described the League Table as a landmark tool that delivers on a pledge made in the 2025 Budget Statement to provide an “objective, evidence-based assessment” of compliance with the Public Financial Management Act, 2016 (Act 921) and its regulations.
According to the Ministry, the ranking system offers a benchmarking mechanism to evaluate how institutions follow established public finance rules, while also exposing weaknesses that require corrective action.
“By constructively ranking institutions based on their compliance levels, the Ministry seeks to deepen transparency, promote accountability, and foster continuous improvement across the public sector,” the statement said.
Top Performers
Several institutions earned a place in the “highly compliant” tier, including:
Environmental Protection Authority
Tema Oil Refinery
Ministry of Energy and Green Transition
Ghana National Petroleum Commission
Ministry of Finance
Ghana AIDS Commission
Petroleum Hub Development Corporation
These institutions were recognised for strong adherence to PFM rules and effective financial governance practices.
Broad Compliance Across Public Institutions
A larger number of agencies were rated “compliant,” signalling general adherence to fiscal requirements. These include:
Ghana Airports Company Limited
Ghana Education Trust Fund
Securities and Exchange Commission
Ministry of Health
Ministry of Transport
National Petroleum Authority
The Ministry noted that this category reflects the generally satisfactory compliance levels across much of the public sector.
Moderate and Weak Compliance Raise Concerns
Some institutions were classified as “moderately compliant,” indicating the presence of significant gaps:
Ghana Ports and Harbours Authority
Ghana Health Service
Metro Mass Transit Limited
More worrying are institutions placed in the “least compliant” category:

The presence of these high-profile institutions in the lowest tier highlights persistent challenges in public financial management systems.
Enforcement Measures and Next Steps
The Ministry of Finance said the League Table will not only enhance transparency but also serve as a basis for enforcement. It announced plans to engage institutions with low scores to help them identify weaknesses and strengthen their financial management structures.
The PFM Compliance League Table is expected to become a central feature of Ghana’s fiscal reform programme, offering the public a clearer view of how institutions manage state resources while increasing pressure on agencies to improve compliance.
