24-Hour Economy Bill Won’t Deliver Round-the-Clock System — Oppong Nkrumah
Kojo Oppong Nkrumah says the 24-Hour Economy Authority Bill lacks clear implementation measures and will not deliver a true 24-hour work cycle, accusing government of misleading young Ghanaians.
Kojo Oppong Nkrumah, Minority Spokesperson on Parliament’s Economy and Development Committee, has criticised the government’s 24-Hour Economy initiative, describing the newly passed legislation as lacking the substance needed to deliver its promised outcomes.
Parliament approved the 24-Hour Economy Authority Bill, 2025 on Friday, February 6, 2026, following extensive debate between the Majority and Minority caucuses. The legislation seeks to establish a central authority to oversee the implementation of the 24-Hour Economy and Accelerated Export Development Programme.
The Bill provides for the creation of a coordinating body responsible for mobilising investment, aligning public and private sector efforts, and ensuring the necessary infrastructure and regulatory systems are in place to support continuous economic activity.
However, speaking on Hot Issues on TV3 Ghana, Oppong Nkrumah argued that the law does not contain explicit provisions compelling state institutions or private businesses to operate on a 24-hour schedule.
He further claimed that the widely promoted “1-3-3” model is not clearly outlined within the text of the Bill, raising concerns about how the policy will be implemented in practice.
According to him, the establishment of the Authority alone does not guarantee a transition to a round-the-clock economy. He described the institution as one that creates the appearance of progress without providing concrete mechanisms to ensure results.
Oppong Nkrumah expressed doubt that the Authority would achieve its mandate of instituting a genuine 24-hour work cycle across the country.
He added that he believes the legislation has raised expectations among young people that may not be fulfilled, cautioning that the current framework, in his view, will not deliver the promised transformation.
