Kennedy Osei Nyarko Urges Government to Publish Full Details of Big Push Road Contracts for Transparency

The Minority in Parliament has called on government to publish the full details of contracts awarded under its flagship road infrastructure programme, the Big Push initiative, describing the move as essential to ensuring transparency and accountability in public spending.

The call follows a report by The Fourth Estate which raised concerns about procurement processes under the programme, particularly the extensive use of sole sourcing and possible cost inflation in the award of contracts.

Speaking to journalists on Tuesday, March 24, the Ranking Member on Parliament’s Roads and Transportation Committee and Member of Parliament for Akim Swedru, Kennedy Osei Nyarko, acknowledged that the Big Push initiative has the potential to significantly improve connectivity and unlock key economic corridors if properly resourced and efficiently executed.

However, he said recent developments surrounding the contracts had generated public concern and required immediate clarification from government authorities.

According to him, publishing comprehensive details of the contracts, including the identities of contractors, scope of work, and unit cost per kilometre, would allow Ghanaians to independently assess the programme and strengthen public confidence in its implementation.

“We strongly believe that the government must, as a matter of urgency, publish the full details of these contracts. This will give Ghanaians the opportunity to independently assess the policy and promote transparency in the execution of the programme,” he stated.

The concerns stem partly from claims contained in the report by The Fourth Estate that the Minister for Roads and Highways, Governs Kwame Agbodza, supervised the award of 81 sole sourced contracts valued at more than GHS73 billion within seven months.

Meanwhile, the Chief Executive Officer of Ghana GoldBod, Sammy Gyamfi, has defended government’s use of sole sourcing for critical road projects under the Big Push initiative, rejecting claims of abuse or inflated contract values.

In a statement issued on March 24, 2026, Mr. Gyamfi insisted there was “not a scintilla of evidence” to support allegations of wrongdoing. He maintained that all contracts awarded through sole sourcing received approval from the Public Procurement Authority and were subjected to Value for Money audits.

He further stressed that the procurement approach adopted for the Big Push projects was lawful and justified by the urgency required to accelerate the delivery of critical national road infrastructure.
