President Mahama Hints at Ministerial Reshuffle Following Performance Review

President John Dramani Mahama has signaled a possible reshuffle of his administration as the government prepares to conduct a comprehensive assessment of ministers and heads of state institutions.

A statement issued by the Presidency on June 8 and signed by Callistus Mahama said the President will soon evaluate the performance of ministers and chief executive officers of state agencies to determine whether they should be retained, reassigned, or removed from office.

According to the statement, the outcome of the review will play a significant role in shaping future changes within the Cabinet and the broader executive structure.

“The findings of this review shall constitute a key basis for decisions relating to retention in office, reassignment of responsibilities, and any future Cabinet or executive restructuring,” the statement noted.

Warning Against Questionable Award Schemes

The Presidency also expressed concern over the growing participation of public officials in private award ceremonies that claim to recognize individuals as “best-performing,” “most outstanding,” or “most influential.”

According to the statement, some of these organizations lack transparent evaluation criteria, credible methodologies, and verifiable standards for assessing public sector performance.

The government warned that participation in such schemes could undermine public confidence, create misleading impressions about performance assessment, and expose officials and the government to criticism.

“The increasing trend of Ministers of State, Chief Executive Officers of State Institutions, and other public officials participating in and accepting awards from various private organisations has the potential to undermine the integrity of public service,” the statement said.

Presidential Directive

President Mahama has consequently directed all ministers, chief executives, and political appointees to refrain from participating in, endorsing, sponsoring, or accepting awards from such organizations unless they receive prior authorization from the Office of the President.

The Presidency emphasized that public service performance should be measured through tangible results, including:

  • Effective service delivery
  • Implementation of government policies
  • Prudent management of public resources
  • Achievement of agreed development objectives

Focus on Results

The statement reiterated that the government's priority remains the delivery of its policy agenda and development commitments to Ghanaians.

It urged public officials to concentrate on fulfilling their mandates rather than seeking external recognition.

The forthcoming review is expected to provide a clearer picture of the administration’s performance and could pave the way for significant changes within government if certain ministers or agency heads are found to be underperforming.
